Odebrecht Engenharia & Construção (OEC) handed over to the Brazilian Navy, last Wednesday (18), the building of the Admiral Átilla Monteiro Aché Instruction and Training Center Command (Ciama) and the Fuel Oil Supply System for the Madeira Island Submarine Base (BSIM), at the Itaguaí Naval Complex (RJ). The facilities are part of the infrastructure supporting the submarine force and the Submarine Development Program (Prosub).

According to the company, the new Ciama command building, which will be used for the training and qualification of soldiers from the submarine force, offers a modern and integrated environment, with a built area of 4,206 square meters and a structure to serve up to 70 officers and 184 enlisted personnel, in addition to a student body of up to 230 people. It has administrative offices, classrooms, changing rooms, common areas, library, printing shop, refrigeration workshop, carpentry, information technology center, computer laboratory and electronics laboratory.
The Fuel Oil Supply System, according to Odebrecht, was designed to serve the vessels of the Submarine Force Command and others that dock at the piers of the Itaguaí Naval Complex. The structure has two storage tanks with a capacity of 700 thousand liters each.
In addition to them, there is a third tank, intended for dewatering, with a capacity of 390 thousand liters and with the possibility of expansion. The system also includes a pump room, distribution networks connected to the docks and a water and oil separator.
The Navy highlighted that the infrastructure deliveries represent another step that consolidates the continuity of Prosub and the strengthening of the operational capacity of the naval force. During the ceremony, the BSIM commander, sea and war captain Leandro Freitas Ribeiro, emphasized the importance of the new infrastructure. “With the inauguration of this new system, BSIM expands its ‘service portfolio’, increasing its capabilities to provide the best possible support to the greatest asset of national defense: the Riachuelo class submarines and the future conventionally armed nuclear submarine”, stated CMG Freitas.
Ciama’s commander, CMG Marcio Claudio Bonfim Oliveira, highlighted the relevance of the new structure for improving teaching and training activities. “The construction of this building represents an important advance for Ciama, especially for the Submarine School, providing modern and adequate facilities for the training and development of our submariners”, he declared.
The Prosub-EBN contract director for the construction company Norberto Odebrecht, Felipe Piler, added that the delivery of these facilities represents another completed stage of this program, reaffirming the company’s institutional commitment built over more than 15 years at Prosub. He also said that a new phase will soon begin through work on the Specialized Maintenance Complex.
