MPor promotes workshop to build national port and navigation decarbonization programs

The Ministry of Ports and Airports will hold, next Friday (3), the virtual workshop “Sectoral Participation in the Development of PND-Ports and PND-Navigation”, which will bring together representatives from the sector to contribute to the development of guidelines for national decarbonization programs. The event will be in partnership with the Transport and Logistics Laboratory of the Federal University of Santa Catarina (LabTrans/UFSC). Registration must be made by this Thursday (2), via electronic form. The link to access the event will be sent to registrants.

The initiative aims to expand dialogue with different segments of the port and navigation sectors, promoting the collaborative construction of proposals aimed at reducing carbon emissions. During the workshop, participants will be able to learn about the initial diagnosis of the programs, share experiences and contribute to the formulation of solutions that will guide public policies for the decarbonization of Brazilian ports and shipping.

According to the National Secretary of Ports, Alex Ávila, the participation of different segments is essential for the program to reflect the reality of the sector. “The decarbonization of ports is a collective challenge. Building this program by listening to operators, port authorities, experts and other actors in the sector is essential for the guidelines to be effective, applicable and capable of boosting a more sustainable and competitive port infrastructure”, he highlights.

The National Secretary of Waterways and Navigation, Otto Burlier, highlights that dialogue with the sector strengthens the construction of public policies. “We want PND-Navigation to be the result of a participatory process, capable of incorporating different visions and contributing to navigation that is increasingly efficient, sustainable and aligned with best international practices”, he adds.

PND-Ports and PND-Navigation

Instituted during COP30, held in November 2025, the national Port Decarbonization (PND-Ports) and Navigation Decarbonization (PND-Navegação) programs are part of the strategic initiatives of the Ministry of Ports and Airports to promote the sector’s transition towards a more sustainable infrastructure.

The programs will be developed collaboratively with representatives from the port sector, navigation, academia and society, bringing together guidelines aimed at reducing carbon emissions, increasing energy efficiency and strengthening the sustainability of the Brazilian port and waterway system.

The National Secretariat of Ports will be responsible for coordinating the PND-Ports, while the National Secretariat of Waterways and Navigation will lead the structuring of the PND-Navigation.
