Truck drivers strike mobilizes Port of Santos in defense of the Freight MP

Self-employed truck drivers began, in the early hours of this Monday (13), a strike at the Port of Santos as part of a national mobilization in defense of the approval of the Provisional Measure (MP) for Freight. The movement’s main objective is to pressure the president of the Senate, Davi Alcolumbre, to put MP nº 1,343/2026 to a vote, which deals with mechanisms for monitoring the minimum floor for road freight.

Voting must take place by this Thursday (16) to prevent the measure from losing its validity. In Baixada Santista, the Independent Truck Drivers Union (Sindicam) instructed members not to accept freight, at least until Wednesday (15).

According to the president of Sindicam Baixada Santista, Luciano Santos, the category has been waiting since the beginning of the month for the vote on the proposal in the Senate. “MP 1,343 is being processed in the Senate for voting and Davi Alcolumbre (União Brasil-AP) is not willing to put it to a vote, disrupting the lives of independent transporters in Brazil. The MP is of utmost importance for all truck drivers. It has been up for voting since the 1st and so far nothing”, he stated.

According to the movement’s leaders, the strike seeks to demand compliance with the minimum freight policy, considered essential by transporters to ensure greater balance in relations between contractors and independent truck drivers. The demonstration was organized to take place peacefully, without total blockages of access roads to the port complex.

At the Port of Santos, trucks were parked at strategic points close to the access points to the pier, while groups of drivers remained concentrated in the area. Despite the mobilization, the Military Highway Police reported that, until early in the morning, there was no record of closures on state highways or significant impacts on traffic.

The category’s expectation is that the strike will gain support in other regions of the country throughout the day, if there is no progress in the negotiations on voting on the provisional measure. The Port of Santos is one of the main mobilization points due to the intense movement of cargo and the strong presence of independent truck drivers in the region.

Approved by the Chamber of Deputies on June 17, the “Freight MP” imposes penalties on companies that fail to pay the minimum freight minimum, such as fines and suspension of transport.

The agenda establishes a minimum cost floor for operations in the category, in compliance with the National Policy on Minimum Floors for Road Cargo Transport, in addition to providing for the registration of trips and the generation of the CIOT (Transport Operation Identifier Code).
