Logistics is the top cost-reduction target for supply chain officers in 2026. It is also the part of the network that takes the longest to change. CSCMP's State of Logistics Report found that tariff policy changed every 1.5 weeks in 2025, producing what the report calls a paralysis effect on network decisions.
The two barriers, structural agility and operational latency, explain this paralysis. Structural agility is how long it takes to activate an alternative route, meaning onboarding a new carrier, opening a new lane, adding a 3PL or establishing a customs agent at a new port of entry. Operational latency is how long an organization takes to recognize a disruption, agree on a response, and execute it. IDC reports that the average company needs five days to respond.
This session explains how to measure both barriers and which one to address first.
