The IMO Council has recommended a second four-year term for secretary-general Arsenio Dominguez, providing continuity of leadership as the global shipping industry enters a critical period of regulatory and technological change.

The IMO Council decided to renew the IMO secretary-general Arsenio Dominguez mandate for another four-year term through 31 December 2031, recommending to IMO Assembly the extension from 1 January 2028 to 31 December 2031.

Arsenio Dominguez took office on January 1, 2024, for an initial four-year term, and his current term expires on 31 December 2027.

Dominguez’s second term would coincide with a critical period for the shipping industry, as the IMO continues work on the Net-Zero Framework. The future of the IMO Net-Zero Framework (NZF) is likely to be the most closely watched issue during the coming months.
