Norway has detained a Chinese-owned heavy-lift vessel sanctioned for its role in delivering equipment to Russia’s Arctic LNG 2 project, in what appears to be the first known detention in the Arctic of a Chinese vessel linked to Russia’s shadow fleet.
The Ya Qing Hai Yang was detained after Norwegian inspectors found that it lacked valid flag-state registration and required certificates, the Norwegian Maritime Authority said. The case is a notable enforcement action against a vessel with documented ties to Russia’s sanctioned energy sector, although authorities say the detention was based on maritime safety and registration deficiencies rather than the ship’s sanctions status.
The Norwegian Maritime Authority inspected the vessel on October 13 after it sought shelter from bad weather in Andfjorden, off the Vesterålen Islands in northern Norway.
