The White House has waived new sanctions-related import duties targeting Russia and countries involved in Russian energy trade, following an executive order issued on October 16, 2026.
The decision concerns measures introduced under the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026, which was signed into law on September 18.
The legislation provides for additional tariffs of up to 500% on goods originating in Russia. However, the administration has used its authority under the law to waive the new duties on national interest grounds.
The Graham Act establishes several trade measures targeting Russia and certain countries involved in Russian energy purchases.
