German seaport operators have urged the federal government to strengthen planned infrastructure spending, arguing the draft 2027 budget fails to recognise ports’ expanding strategic role in defence and energy logistics.
The Central Association of German Seaport Operators (ZDS) said it was ‘incomprehensible’ that billions of euros from Germany’s infrastructure investment programmes were being allocated to other projects while seaports remained underfunded.
This latest funding debate comes as German ports face growing pressure to handle increasingly complex flows of oversized and strategic cargo, including national defence, energy security and industrial transformation, yet the draft budget does not provide sufficient resources to support the required investments.
Growing pressure
“Anyone who invests billions in infrastructure and neglects the seaports is underestimating their importance for Germany’s competitiveness and defence capabilities,” said Florian Keisinger, ceo of the ZDS.
Its concerns highlight the growing pressure on ports to handle increasingly complex flows of oversized and strategic cargo, including military equipment, offshore wind components, energy infrastructure and large-scale industrial modules.
The ZDS pointed to the need for greater federal involvement in port financing, arguing that the responsibilities currently placed on coastal states do not reflect the wider national importance of seaports.
‘Neglected’
“Our seaports secure supply chains, enable the energy transition, support defence capabilities and connect the German economy to global markets – it is therefore incomprehensible that billions from the special fund are flowing into other infrastructure projects, while seaports continue to be neglected,” it said
European security priorities are placing increasingly greater emphasis on defence, with ports highlighted by EU policymakers as being critical to the success of the Military Mobility Package.
“Strengthening ports strengthens not only the coastline, but Germany as an industrial location,” added the association.
