RailNetEurope has launched the final Capacity Model module of its new Capacity Planning Tool (CPT), completing the rollout of a European platform that brings future traffic forecasts, planned engineering works and available train paths into one system. Freight operators can now test it for the 2029 timetable, ahead of wider changes to how railway capacity is managed across Europe.

The final module went live on 19 October, bringing long-term capacity planning into the same system already used to coordinate planned works and restrictions and the train paths infrastructure managers intend to make available. RailNetEurope (RNE), the Vienna-based association of European infrastructure managers, previously split these functions between its European Capacity Management Tool, for capacity models and capacity supply, and a separate tool for restrictions.

In CPT, restrictions are visible across its different modules, allowing planners to work with the same information. Its capacity charts show engineering works alongside planned traffic, flagging where expected volumes exceed the capacity available or clash with a full closure.

RNE’s Capacity Planning Tool (CPT) merges two older tools, the European Capacity Management Tool and the Temporary Capacity Restrictions Tool, into three modules:
