A Philippine importer can prepare for a new customs requirement. But what happens when compliance depends on a supplier sitting thousands of kilometers away?

That is the question I would ask about the Philippines’ proposed cross-border electronic invoicing system.

On October 12, the Public-Private Partnership Center awarded a ₱57.387 million contract to SyCip Gorres Velayo & Co. (SGV) to provide project preparation and advisory services for the system.

The plan itself is not new. Administrative Order No. 23 was issued in May 2024, followed by implementing guidelines in January 2025. The latest award moves project preparation forward, but it should not be mistaken for the launch of an operating platform.
