SYDNEY — Australia and the Solomon Islands will elevate their relationship through a new comprehensive strategic treaty after a long period of diplomatic tension, as Canberra looks to cement its role as the security partner of choice for countries in the Pacific islands region where China has been making diplomatic inroads.
