Government launches Move Brasil 2 with R$21.2 billion in credit for fleet renewal

The federal government launched this Thursday (30) the Move Brasil 2 program, a new stage in the policy for renewing the national road transport fleet. The initiative significantly expands available resources, improves financing conditions and expands the reach of the program to buses and road equipment.

The total volume of credit jumped from around R$10 billion in the first phase to R$21.2 billion in this new round. For self-employed truck drivers, resources doubled, going from R$1 billion to R$2 billion.

Among the main changes are the reduction in interest rates, now between 11% and 12% per year, and the extension of the financing term, which goes from five to up to ten years. The grace period was also extended, reaching 12 months for self-employed people.

According to vice-president Geraldo Alckmin, the new package was “bigger, better and more comprehensive”.

“We have increased resources, reduced interest rates and increased terms, which makes payment and purchase possible”, he stated during the launch.

President Luiz Inácio Lula da Silva highlighted the direct impact of the program on national industry and employment.

“Each truck or bus financed is an order for Brazilian industry. We are talking about products with 100% national content, employment and income in Brazil”, he declared.

Program expands impact on the logistics chain

Unlike the first stage, Move Brasil 2 now includes not only trucks, but also buses and road equipment, expanding its reach across the entire transport and logistics chain.

The government’s expectation is to encourage the renewal of the national fleet, increase operational efficiency and reduce logistics costs in various segments of the economy.

In addition to the economic impacts, the program also seeks environmental and road safety gains. More modern trucks and buses tend to emit fewer pollutants and offer better safety conditions on the roads.

Industrial policy gains prominence

The launch reinforces the government’s strategy of using industrial policy as an economic stimulus tool.

The president of the National Association of Motor Vehicle Manufacturers, Igor Calvet, stated that the program is the result of dialogue between the government and the productive sector.

According to him, the first phase of Move Brasil helped to revive the market at a time of industry slowdown and contributed to preserving jobs in automakers.

“The truck is the means by which the economy works. It is the food that reaches the table, the production that goes for export. This program is for the entire economy”, he stated.

The National Association of Road Implement Manufacturers also highlighted the expected positive impact on the implement industry, directly benefiting from fleet renewal.

Freelancers gain more space in the program

One of the main focuses of Move Brasil 2 is to expand access to credit for self-employed truck drivers, avoiding concentration of resources only in large transport companies.

In addition to increasing the volume allocated to the category, the program provides conditions considered more accessible, such as a 12-month grace period and a payment period of up to 120 months.

The government also highlighted complementary measures aimed at the sector, including actions related to the freight floor, electronic inspection and reduction of operational costs linked to diesel and electronic toll systems.

Public banks will play a central role

The program will have direct participation from the National Bank for Economic and Social Development, responsible for operating the Investment Guarantee Fund (FGI), which will receive an investment of R$2 billion.

According to the Ministry of Finance, this amount could leverage around R$16 billion in financing.

Banco do Brasil and Caixa Econômica Federal will also participate in the operationalization of the program, expanding the distribution of credit throughout the country.

Fleet renewal can modernize Brazilian logistics

Move Brasil 2 comes at a time when the road transport sector is facing challenges linked to the aging of the fleet, high operational costs and the need for greater logistical efficiency.

The expectation of the government and industry is that the program will stimulate investments, strengthen national production and contribute to the gradual modernization of Brazilian road transport.
