Government launches package to contain rise in fares after increase in kerosene

O Ministry of Ports and Airportstogether with the Ministry of Financeannounced a package of emergency measures to contain the impacts of the 54.63% increase in the price of aviation kerosene, an adjustment promoted by Petrobras.

The objective of the actions is to guarantee the continuity of the flight offer in the country and prevent the increase in costs from being fully passed on to consumers, putting even more pressure on air ticket prices.
Among the main measures is the issuance of a Provisional Measure that will allow Petrobras to implement a mechanism for transferring the adjustment in stages. Initially, only 18% of the increase will be transferred to distributors, while the remainder will be paid in six installments, starting in July 2026.
Another relevant initiative is the creation of a financing line of up to R$2.5 billion for airlines, mainly intended for the purchase of fuel. The operation will be conducted by National Bank for Economic and Social Developmentwith a shared risk model between the public sector and companies.
Furthermore, the package provides for an additional line of credit of R$1 billion for working capital, regulated by the National Monetary Council, with the risk assumed by the Union. In the tax field, the government intends to reset the PIS/Cofins rates on aviation kerosene, a measure that could generate an approximate reduction of R$0.07 per liter in the cost of fuel.
Another important action involves the postponement of air navigation fees for the months of April to June 2026, which can only be paid in December of the same year, relieving the companies’ cash flow.
According to the Minister of Finance, Dario Duriganthe measures were designed to guarantee a direct impact on the sector without compromising fiscal balance. The Minister of Ports and Airports, Tomé Francahighlighted that the focus is to preserve the growth of air transport and protect consumers.
The package comes at a time of intense pressure on the airline sector, which is already facing challenges related to cost volatility and price-sensitive demand. The government’s expectation is that, with the measures, it will be possible to stabilize the market and avoid a significant reduction in the supply of flights in the country.
