TOKYO — Government measures are necessary to fuel growth and development of the rare earths industry in countries other than China in order to ensure reliable access to the critical materials, the chief executive officer of Australia’s Lynas Rare Earths said on Tuesday, as countries around the world look to build alternative supply chains.
