Philippines and Vietnam upgrade ties to ‘enhanced strategic partnership’

MANILA — The Philippines and Vietnam have elevated bilateral relations to an “enhanced strategic partnership” in a bid to boost security and economic cooperation, it was announced on Monday during a state visit by Vietnamese President To Lam to Manila.
