Singapore has warned that emerging technologies like artificial intelligence and autonomous ships bring great promise for the maritime industry but can also create new security risks.
Speaking at the United Nations Security Council on October 29, Singapore’s minister for law and second minister for home affairs Edwin Tong said AI could improve maritime domain awareness through better navigation, communications and early warning systems for all states, but these benefits must be underpinned by safeguards that promote accountability, transparency, and human oversight.
Tong delivered the statement on emerging technologies and the implications for peace and security on behalf of Fiji, Jamaica, Malta and Singapore. He noted that the four countries had actively contributed to the negotiations and conclusion of the United Nations Convention on the Law of the Sea (UNCLOS).
The statement welcomed the International Maritime Organisation’s adoption of the non-mandatory Maritime Autonomous Surface Ships (MASS) Code and supported continued work towards a mandatory framework for autonomous and remotely operated commercial ships.
