Port category goes on alert with PL 733/2025 and announces shutdowns

The Dockworkers Union of Santos, São Vicente, Guarujá and Cubatão (Sindestiva) announced the holding of 24-hour strikes at the Port of Santos, as a form of protest against possible changes in the legal framework of the port sector. The mobilization was approved in the assembly and must always take place on Wednesdays.

The category’s main concern is the possibility of losing exclusivity in carrying out port activities, a topic that is at the center of discussions on Bill (PL) 733/2025, currently under analysis in the National Congress.

According to the president of Sindestiva, Bruno José dos Santos, the movement is a way of putting pressure on public authorities before the presentation of the final report by federal deputy Arthur Maia (União-BA), scheduled for the next few days.

According to the director, if the text brings changes that eliminate the exclusivity of dockers, the category could launch an indefinite strike. He states that the measure seeks to draw the attention of authorities, including the President of the Republic, to the impacts that the proposal could have on workers.

The project under discussion provides for the updating of the Ports Law (Law 12,815/2013), with the incorporation of new rules for the sector. However, the proposal does not have consensus among representative entities.

A group of port unions released a joint statement stating that they will not join the strike movement. The entities state that, after analyzing the text under discussion, they understand that the project preserves rights, guarantees legal security and maintains the organizational structure of port work.

The divergence exposes a rift between the representations of the category. While Sindestiva warns of the risk of weakening the profession, other entities assess that the new framework can bring stability and institutional advances.

On the national scene, the National Federation of Dockworkers (FNE) adopts a cautious stance and awaits the release of the final report before defining possible mobilizations. The entity’s president, José Adilson Pereira, highlighted the importance of dialogue with the committee responsible for the proposal.

The expectation now revolves around the final content of the report, which should guide the next steps of both workers and entities in the port sector.

Non-adherence to the strike movement

The union entities SINTRAPORT, SINDAPORT, SINDOGEESP, CONSIDERADORES, CONFERENTES, SINDOGEESP and SINDOCOMUN announce that they will not join the strike movement called by SINDESTIVA, with strikes scheduled only on Wednesdays.

The entities inform that, after meetings held within the scope of discussions on PL No. 733/2025, they understand that the proposal presented preserves rights and ensures the necessary stability in labor relations.

The entities reaffirm their commitment to defending the category through dialogue, collective negotiation and responsible institutional action, remaining attentive to the legislative process and ready to act whenever necessary.
